Start, Run, type in IPCONFIG
You can trace an IP address by doing the above but typing in TRACERT <IP Address>

unless you have access to the ISP records the best you can do is trace it to the nearest exchange

Start > Run > Type in "CMD" without quotes
the black box will stay open as long as you want
Type into that IPCONFIG

do the same, but type ipconfig /release *Con*
then do ipconfig /renew *Con*
that should renew ip address, but if you leave the modem off for a few hours (24hrs is best though) IP address will change, unless you have a static IP address or you have a semi-static (AKA Sticky) IP address

could try resetting your cable modem, it might pick up a different IP but as VM says most ISP's have semi-static addresses so you will most likely keep yours

If you're on a BT residential service, then redialling the connection should change your IP...
BT don't use sticky IPs IIRC, so it should change if you redial/reboot your router...
You can trace the IP to whoever is responsible for it (i.e. BTopenworld, Pipex, etc) but like Adam says, unless you have access to their customer records you'd never find out the users address etc -- unless the police got involved and they ISP have to keep logs for these circumstances).
