as skinner was saying, but get an extra pair of hands to pull the wheel while you tap the end of the column with a hammer & block.
and before the usual bullshitters come in with, ohh dont do that you'll damage the splines, or the column may collapse as its designed to do so in a crash. IT WONT

- Undo bolt so it's just on enough that the wheel won't fly off
- Get a piece of round strong long metal to fit into the centre of the half on bolt.
- Get lump hammer
- Pull with knees and tap long metal piece with hammer
Vibrations should get wheel off. It worked on my shite nova.
