you can increase RPM potential, inscrease fuel need and delivery, change camshaft and timing changes, air intake mods or ported head.
any engine that needs more fuel delivery needs more air.
not sure if the garretts are quick spool though

Not at all, because bigger turbo = bigger power when it does kick in so will just spin up worse! the 300zx proves this as the power of both at same time kicks in the back end goes slippy sideways regardless of whether i'm standing still the booting or driving along !
no bigger turbo only means bigger power if more boost is used.

technically Adams supra did not have any lag because the primary turbo spooled up from around 1000rpm. alternatively fit N2O to come in before boost
