I've used it for 5 years, never had a problem.
Owned by eBay now.
You register your card details so you can take the money out your account when you buy stuff then if you want to take money from stuff you sell into your bank you give them the account number etc of ya bank. If not you keep it in ya Paypal account so you can pay for stuff using that.

Think of it simply as an online bank.
If people pay you, and they have paypal, they enter your username and the amount to pay you and their money is transferred from their PayPal account to yours.
When someone pays you and the money is then in your PayPal account you then have to enter your bank details so it can then transfer from your PayPal account to your bank account.
I buy and sell on eBay and do everything via PayPal and never have any problems.
If someone pays you and you have money in your account and then transfer it into your bank it sometimes takes a week or so to transfer the money over.

I wouldnt say 100% safe. I know a few people who have been done over it.
Someone has sold something on eBay, the money APPEARS to be in your PayPal account and you send the item off. All they have to do is cancel all outgoing transactions and theres nowt you can do as you've already sent the item off.
If its eBay you're wanting to use it for and you're wanting to sell items make sure the money has successfully transferred from your PayPal account to your bank account before sending anything off.
Better to be safe than sorry, as theres always fraudsters and thieves out and about.
