think someones changed summat to the set up of my monitor

When i try an scroll down it kinda flikers, instead of being smooth. Tried restarting my computer but that aint fixed it - starting to piss me off now

Any ideas

have you recently reinstalled the system? happened to mine last week - turned out I didn't have motherboard drivers properly installed. Also try chaning screen refresh rate.
