dodgy usb controller or motherboard conflict?

Try installing a new BIOS update and motherboard drivers. Re-installing the usb bridge controller may also be needed.

Just out of interest, did you install the driver for the usb modem or did windows use a current driver?

Shot in the dark, but worth a try.

Bus powered just means its not plugged into the wall socket, it gets power from the computer. Couldn't tell from there. Emm unplugging other things on usb would give it more.

What's the PC spec like?
My old PC used to cut the sound when I burned a CD while the CD was burning, I think it just took all available CPU bandwidth.

Cd drive will be using more power when its burning so if your power supply isn't upto it the usb will be one of the things to get less power.
