hello there, isit true that spigot rings raise the offset ie form et 40 to et 49 using 56.6mm spigot rings?

No, you are thinking of spacers, depending on the thickness of the spacer it will make the offset LESS, making the wheel stick out MORE

its just that i have 17"wheels with a et 40 offset and it rubs and the garage that said there would be no problems, i said to them about the offset needs to be near et 49 which is the vauxhaul offset and they said they had fitted spigot rings to raise the off set to et 49, so basically they are lieing and trying to techno babble at me?

yep. you can grind the hub down a bit but thats not recommended
