you can buy a plastic primer that fills in any bits you miss when sanding but still you need to sand them till their almost smoothe and your finger tips are blistered!
In terms of your bumpers, I used to have a corsa and smoothes off the orange peel effect at the top of the bumper but also put "bumper fill" it's about £5 a tube and you need 2 tubes for both bumpers (or I did) put this into the recess between the orange peel and you painted bumper (the groove) and then when it dries, sand it back! Looks miles better and not many people do it!
