The way I've always done it is through a VCR and then taken it from the VCR as an AVI or MPEG file.
I've plugged the camcorder into the sockets for Video In and the red and white phono (sound) and then have started playing the tapes and hit the record button on the VCR - this transfers the footage from camcorder to Video Cassette.
Then I've used a TV capture card to capture the footage from the video that has just been created.
Then once the footage is on the PC and is saved as an AVI file or an MPEG file (dependent on what format your TV card supports) but typically AVI or MPEG it's just a case of finding a converter on the internet that will convert those files into a format that will be compatible with a DVD player.
Hope this helps

^^
if you have a digital cam that has firewire, then simply get a firewire card, get hold of Adobe Premiere and transfer it that way Plus it will be the best quality.
otherwise, easiest way is to get a decent capture card with a s-vid(eo) or phono video input and patch the camera straight into the capture car The quality will be pretty good, although alot will depend on how good your capture card is.
Or do it via the VCR, if you only have a TV-tuner card etc However, the quality will be pretty cack, especially after mpeg compression
