But why were u on the outside lane in the first place. If he undertook you, surely that means there was ample room on the left lane?

I wouldn't complain as you were in the wrong technically. It would just make you look like a right arse.

No, their behaviour was totally unacceptable and you should complain in writing first thing!

Northants Police are a load of jumped up mini Hitlers that aren't happy enough with the revenue from SPECS and mobile laser sites.
