Whats the easiest way to remove valve caps that are really stuck on?

Take them to a tyre place & have them remove the tyre & fit new ones

If the plastic you may be able to slice the side with a stanley knife

they have seized on, need a way to remove them without buying new tyres

hold the stem with neadle nose pliars and use a set of pliars on the cap?

Just take to local tyre place will replace the valves very cheaply

I meant have new valves fitted, not new tyres

Surely heavy duty pliers will do the job. I take it they are metal ones.
