Can any one explain to me what an FTIP is in the telecomms industry and how they work?

The only FTIP I know of, working with internet provision, is that it's the first four digits of some kinds of MAC (Migratory/Migrations Authority Code), when transferring your ADSL connection between providers...

Yeah so far as I can make out its a network Identifier for telco networks but I can't find anything on it on the web.
