Its meant to be a movie but for some reason is in .BIN format

It's a CD image, so either mount it using Daemon Tools and play it as normal, or burn it to CD then play it as normal.

Yeah, use VLC player or if you do want to burn it you'll need a .cue file as well which points to the .bin file before you can burn it.
