if you sand down to bare alloy you will need etch primer or afetr a few months the paint will fall off as the alloy corrodes. best to get them shotblasted then repair any dings in outer rim with body filler then spray with etch primer, followed by colour. build up gradually in a few coats not all at once. then laquer

I would rather lose by a mile because i built my own car, than win by an inch because someone else built it for me.

So long as the paint on them is good you can key the paint up with some 400 grit wet and dry. Then mask. Then wipe down with some spirit wipe. Then put about 2 to 3 coats of primer down. Wait for that to dry. Then sand down the primer with 800 grit. If there are any runs then you can rub them out with some 400 then 800 over that. Then put a few layers of colour down and allow that to dry. Final stange is the laquer. Spray on a few coats of that. Allow to dry for around 24 hours. Sand out any runs with some 2000 grit on a block and flat out the rest of the laquer with some fast glaze of G3, though G3 will be hard work to do by hand.

Or you can just pay somone £35 a wheel to powder coat them. That's what I'd do because you aren't going to get a very good finish with rattle cans.
