You have to have the picture loaded onto the net somewhere?
If you were a premuim member on here you could use the garage feature..
You copy the link from where the pic is saved on the net and using the tags CorsaAsh above listed paste the link inot the post with the tags at either side.

they will give you a lot of links
get the DIRECT LINK and paste here with [.img] [./img]
for example
[.img]http://imageshack.us/image.jpg[./img]
(without dots)

Go to www.imageshack.us
Click "browse" and look for the picture you want to upload.
When you have found it, click "host it"
Then it will load up lots of different links:
Thumbnail for Websites
Thumbnail for forums (1)
Thumbnail for forums (2)
Hotlink for forums (1)
Hotlink for forums (2)
Hotlink for Websites
Show image to friends
Direct link to image
Copy and paste the Hotlink for forums (1) into your post, and there you have it!
