Any suggestions for a really easy to use paint program for a complete computer beginner, he currently uses windows paint but the photos he opens up are absolutely huge and when he tries to cut and crop various areas they are bigger than the screen hes viewing and cannot scroll around at the same time, any advice or tips appreciated

Photoshop. Not so easy, but there is millions of tutorials online
