Can't have been any earlier than 2002 as RX7s were still being produced til then.
edit: they're not 100% illegal, but regulations on protruding surfaces make it hard to engineer them into a design, all to do with pedestrian safety.

Haha, for some reason I have an imagine of some tart sitting on a porsche 928 headlamp, and it flipping up like one of those things in robot wars sending them flying through the air
