he never polishs it as you just cant.

just uses the tech cleaning spray and comes up mint. ive watched him do it and it looks so easy to do than a gloss finish. plus is so easy to touch up the paint with a quick spray as there is no flatting involved

what is the texture of the paint like if no flatting is involved? would have to be perfectly sprayed with no orange peel.

to touch is smooth but rough, its hard to explain. hides blemishes easy to.

One last question then, is it just a paint finish or is it lacquered over?

You would use a normal primer, paint a waterbased colour and then use a 2k matt laquer on top... Trouble is it doesn't last that long. I considered matt metallic red for mine, then saw a car which had been painted in matt paint in the flesh and it had worn out so quickly and then the only thing to do is re-spray it rather that cust give it a compound polish, fuck

Would that still be the case on a car that was say, left covered for 10 months of the year, and occasionally used when the owner comes back from abroad for shows etc?

Probably not, this was a track car I guess you would have to be careful with it and I reckon you could wax it too. Would probably be worth doing a test on a spare panel and seeing if it was any good.
