I have a sub and satellite speakers coming off my tv, however they arent for a TV and the only way to adjust the volume is via a twisty nob on the speaker.
Is there something I can get that plugs in between the speaker setup and the TV where it controls the volume via a remote?
I can then whack up the volume on the speaker and control it via the device?

I know it's not what you want but what about plugging it into the headphone out for the moment?
Would have the same outcome.

The only thing I can think of that would do what you want is an amp tbh.
You get lots of different kinds of amps.

does adjusting the volume of the TV change the volume of the speakers at all? As I know on my sister TV you can change them volume a bit using the TV remote and then some more using the remote for the amp.
If this was the case you could wack the speaker volume right up and then put it down low on the TV and just use that to control it.
Long shot but may work?

thats john this is working perfectly like this
there seems to be less bass output through the headphone socket, but a few tweaks with the tv's sound got it right
