Is it possible to fill out a form on my computer that Ive just down loaded instead of printing it out and writing it all in

Only if the document was created with this in mind.
You could cut and paste it in to another package but that is probably messy.

MS Publisher would be good to do this in. Full control over text boxes etc.

If you have full Acrobat, you can just draw your own text boxes over the area you want to type in.

If the file has write security on it but will allow you to print, just print that document 'as a pdf' and it will make you a new copy unprotected.
