205's handle well out of the box and get one with an mi16 engine in it and your laffing

Corsa GSI loads of parts cheap power and lots of parts are interchangable with Nova.
Iv'e got a few quid in mine now and used to have a Pug309 GTI then a Nova GTE on 45s and the Corsa is much better. IMO

106 XSi would be a good shout, cheap, quick and easy to find.

Go for either a 106 or 205 and keep it under 1400cc & 8v.

Cheap, good fun and parts are easy to find
Also they go well on gravel and tarmac

id say a 106/ax or metro...all light cars, corsa's are meant to be great...seen a few at the rally show few weeks back standard X14XE blocks winning in their class if its a project though you could get a metty and drop a big lump in 6r4 style...they had a replica at the show with a cosworth lump in it
although looking at piston heads just seem to be able to get some decent 205s with mi6 engine in them at moment for cheap...but woteva car u take rally its all gonna cost alot im sure haha

im in the process of rebuilding my corsa road rally car..it has a 1.4 8v engine now..it has enough power to keep up wioth the 205 gti on the back road. gona put a 1.6 8v in her in a few months and take it out on the track
