Say i bought an Iphone that is locked to O2, can i get it un-locked to use on t-mobile? Also will it retain all its features?

can do, some issues i believe.
also not sure about the internet being on it constantly raping your phone bill

At current it is only possible to unlock american iphones(1.1.1) to any network, UK iphones(1.1.2) can only be unlocked to 02, i.e so you can use an o2 PAYG sim card. However if you were to buy one now it will come with the 1.1.3 firmware which is currently not unlockable. However if you have 1.1.2 like me you can upgrade using an application to 1.1.3 and the phone will remain unlocked but only to O2.

Like i said before that only unlocks 1.1.3 if you have 1.1.2 already unlocked(o2 only) and jailbroken and upgrade it through the installer using the Dev team app.

Clever, so it downgrades your 1.1.3 to 1.1.2, then unlock this firmware as before, then use the app on installer( that i darent use) to upgrade to 1.1.3 again.

No i didnt but i have now:
1. Download these:
gunlock and the secpack from http://iphonejtag.blogspot.com/ or the blog
the 4.02.13 fls from http://george.zjlotto.com/index.php/baseband/
2. Downgrade your phone to 1.0.2. See all the great tutorials online to do this.
Your baseband won't be downgraded, this is normal.
This will probably work on other versions too, but 1.0.2 doesn't lose wifi on bb access.
3. Kill CommCenter and run "gunlock secpack ICE04.02.13_G.fls"
4. Reload CommCenter. For some reason my phone was in brick mode. Use the elite team bricktool to get out.
5. Enjoy your 1.1.2 OTB unlocked iPhone
Now who'd have thought it'd be this easy
Not sure its 'Easy' unless your a developer.

I can get it for 200 on contract but I wouldn't touch it.
