Plan on doing this when I move house
I will be using fiberglass ( Not the best but there you go).
I was wondering if there is anything that needs to be done to the black plastic at the top of the bumper to enable the fiberglass to stick or do I just slap it on?

i wouldn't use fibreglass, get a soldering iron, buy anoter cheap bumper, cut it up into 1cm wide long strips and melt the strips into the swage lines and then once hard/cooled, sand down the plastic to get it smooth then skim over with bumper filler

Halfords etc do some proper filler for use on bumpers. That might be better/easier.

it is only meant for small/thin skims, the swage line on a bumper is too deep

you don't need a plastic welder(stay away from those sealey hot air gun/plastic welders, they are shit), just use a soldering iron and like i said just melt strips of plastic into the swage line and build it up to just under flush then skim over with bumper filler

i'm just trying a similar thing,
i cut out the v grill and the middle bit, going to mesh it up and try and smooth that top line between the plastic part and the colored bit. worth a try i think
anyone got any idea about what to use for the v grill hole?

first bit of advice i can give is plastic welding does NOT envolve a soldering iron. it envolves a plastic welder and like been said its not really that hard. a day messing around with a plastic welder and ud be well on your way.
proper plastic welder is a thing kinda like the shape of a grinder without the disc head obviously with nozzles for heating. u then need to match the plastic and use filler rods to weld
