Im guessing the spring becuase it gets pulled tighter with more load so when car is lowered spring must get tensioned.
So removing spring would make it believe it is back to normal?
Im proberly wrong though

The spring gets pulled when the car is lowered. This puts more force into the back brakes.
If the car has been lowered the spring needs to be slackened off.
Best way to do this if you still want rear brakes as adjust, 30 mph down a quiet road, anchor on. If it steps out, then slacken a bit more until it doesn't.

its slackened as much as it can be, but when i drive you can hear the rear brakes coming on before the fronts, back end has never stepped out but i haven't really dropped the anchors

Try bleeding the system front and back, adjusting the rear brakes and new front pads. Should sort itself out.
