When you make a border in photoshop, and say if I put my name at the bottom of a black border, Is there a way of saving the border, and just loading it up to other images?

i guess you could rig something up in illustrator thats vector based.
But ideally your images will be different sizes after tighter cropping etc. I have my little 'credit' as a .ai file and import it after drawing frames.

Record it as an action.
So start the recording, then create your border on a photo then when finished, save the recording.
I have borders set to F2. So now, just open a photo and press the allocated button and photoshop will do the work for you.

You need the 'actions' palette.
Theres a good tutorial in the Photoshop help files

surely thats only good if your post uncropped images straight from your camera?

To do borders, I select all then go edit -> stroke. So the border can go around any size of image.
Obvisly if its a smaller resolution then the border will be bigger so I would add the border before resizing.
