All of the above are correct in some ways, immigrants because they tend to not give a shit and use tho plastic blades to dry the car which leave lots of swirl marks.

Also as Dan said its dirt/grit when washing your car, the best way to remove it is to hose the car beforehand to remove the dirt/grit, and to ensure your sponge has not dirt or grit on it.
