if its banded steel wheels you want in a polished finish, you would need to have them chrome plated.
But....
Jimmy 2.1 was on about this idea a while back, and i mentioned it to him too, unless the banding and the steels are absolutely flawless the chrome plating will show up any of the slightest imperfections in the metal work, as you can't get rid of the flaws with filler if your chrome plating.
Im not saying it cant be done, because it can and has been, but ive never seen any in the flesh to see how good the finish actually is.
Another option is the chrome paint that is pretty good these days. and then you can sand and fill any imperfections that way.
I dont think you can easily polish up mild steel, and the durability, even if laquered may not be too clever.
