Make a duplicate layer.

Use the polygonal lasso tool, to highlight the wheel. once you've met where you started press CTRL.

Then go to Image > Adjustmants > Variations and change in there.

Once done press ok. Then inbetween the spokes, highlight using your lasso and then press Del. (So inbetween the spokes hasnt been colour changed)

Desaturate or black and white the area.

sorry to be a total pain in the arse but i carnt work this out manged to lower the car n everything but carnt get this lol
