I am doing a little research on the net about velux windows, many places state that no scaffolding is required as they can be fitted from inside the roof space.

How do you get the tiles etc off the roof from inside?

Do you prep the hole, cut the wood on the inside and remove the tiles from behind

Can someone explain this to me?

I can't see how you'd install it without going outside. Even when constructing a new roof you'd still need to go outside to dress round the window and lay the tiles.

You may be able to install the unit from the inside, but you'll need to go onto the roof at some point....

Yeh, don't really need scaffolding, just make sure everything is well secured to the eaves so you don't come shooting down

You can dress the tiles from the inside, as the window comes out.
Simplified: (ALOT!!)

Cut hole
Put frame in
Dress Tiles
Put window in

A doddle to do from inside only ! Just climb through the frame and dress the tiles before you fit the glazed unit !
