Do not write to them either, they cant take you to court unless they can prove who was driving the car at the time of the offence and since they have no powers to require you to provide this info they can't do a thing.

By driver at the time, I mean the person who parked it.

Only councils can issue fines, they've only issued you with an invoice about a parking agreement, ignore it, google it for more details its well documented
