I screwed mine to the sills whilst the tiger seal set, Once set I removed the screws and filled in the holes then sprayed them.

That's exactly how mine were, The strngthening bars had corroded away in the middle leaving them bent.
I bonded them on and screwed them to the car whilst the tiger seal set. Screws are now out, Holes filled in and the skirts haven't moved at all.
