I usually design in Photoshop. Slice in imageready and code in Dreamweaver.
It doesn't matter if the site is intended for internet/intranet use. It's all the same.

Based on your question/replies, you don't need software at the mo. You need a book or a website that's going to teach you the basics.
Photoshop to draw what you want you site to look like.
ImageReady to take that image and slice it up in seperate bits and compress it to gif/jpg
Dreamweaver to put it all together and make it functional.
Again, sounds like you need to do a bit of reading.

Similar to Brett but I use Fireworks to design and slice it up, then Dreamweaver to put them together and make it work.
