My best mate is an MOT tester, and has not long got his 'license' and i just phoned him and he said its true, there was a bulletin, but to ignore it.
So, there is truth in this, but its not worth worrying about.

I dont know how they will be able to enforce it.... will they have sound clips of every single model of car and then compare the exhaust note of each?
and I'm sure an 'off the self' replacement standard exhaust would have a different (although minimal) exhaust note to that which original came on the car

I think its been put into affect for the discretion of the MOT'er if its stupid loud then they can fail it but if it not too bad then they wont simple. Makes their lives easier to persecute the stupidly loud ones, hate cars exhausts ragging it past my window at 3am as im sure everyone else would be the same.

my open green filter is whats really loud tbh, even with a standard exhaust my car would still set off car alarms

Its been a rule for ages.
Everything is down to the MOT tester who is testing.
Heres the wording which has been on for years, i am not sure weather they have changed it but its -
a) assess subjectively the effectiveness of the silencer in reducing exhaust noise to a level considered to be average for the vehicle
b) a silencer in such a condition, or of such a type, that the noise emitted from the vehicle is clearly unreasonably above the level expected from a similar vehicle with a silencer in average condition
