Don't think so. You'd need to have it in manual mode, where you can adjust how long the shutter stays open. thats how it catches the trail of light from the cars.

basically go to a spat later at night, Throw a DSLR into Manual Mode and take a VEEEEERRRRRYYYYYYY Slow picture
(Slow shutter speed of anywhere between 30 seconds to 5 minutes) Nice apeture of about F8 and ISO 100.
Shoot in RAW so you can play with the shot afterwards

Gaz is on the money.

Some compact cameras will let you shoot for 4 seconds if you set it to a specific mode, but with a D-SLR you can get it exactly how you want.

You don't need a dslr. My camera will take 15s long pictures in manual mode.

Its a Cannon Powershot S2 IS.

15sec's IMO will on just start to capture the best bit.

Long exposure's are exactly what they suggest - LOOooooonnnnggggg

Mine will only do up to 4 seconds and that's when you set it to Fireworks mode

It's a pretty basic model, though

You only need it dead long if there isnt many cars and you cba taking a few different pics and messing about in photoplop. Obviously if you take a smaller field of view you can still get cool light trails with shorter shutter speed. et la -

Oh and dont bother trying to hold the camera if you can get slower shutter speeds, you will need to sit in on something or get a tripod. Then use the timer so your not moving the camera when you actually press the shutter
