your engine is adjusting the mixture to composate for being cold. Same principle as a choke

A system for enriching the air-fuel mixture in a cold automotive engine when the accelerator is first depressed; the choke plate opens automatically when the engine achieves normal operating temperature.

or in laymans terms its a stealth tax so you use more fuel for the 1st 2 mins (when its most uneconomical)

fast idle, to get the engine up to temp quickly and stop it from stalling. the ecu sense that the engine is cold and adjusts the idle control valve (stepper motor) to suit and the enginge idles accordingly.

chokes don't add more fuel they decrease the amount of air going in so the mixture is richened (carbs)
EFI cars have the higher revs to get the oil pressure up and to heat the car up faster, probably add more fuel as well as there is no choke.
