try putting some rad flush in the system, mix it with warm/hot water and pour it in and work the skooshers for a while. then rinse the crap that comes out with a hose.

That goes across the width of the car and looks like I'd have to take of the wipers to get beneath it.

pull the rubber off all the way accross, amd lift it up slightly, enough to get your hand in, then unplug the plug and pull it so it poking out of the plasic, then test it.
