Author problem filling up with petrol

when filling up my brothers 12v B with petrol, the pump keeps clicking off meaning it takes forever to fill up. I understand this is usually due to a flap on the filler neck falling into the tank? I've had a look and you can't see the flap, how much am I looking at to fix it? Thanks!
