Would be really hard to tell without seeing the original.

There's definitely a degree of HDR in there though.

Without a doubt, yet really subtle in comparison to normal showings of HDR's you see on here or TP.

possibly played with the shadows and higlights option in photoshop too i know that can make them look a bit cartoony if done right.
