It'll be a hell of a lot of brush work, although they may have possibly used a texture of...something...and used it as an initial overlay.

More likely a combination of photoshop, after effects and possibly maya/3ds

and maybe they werent taught, maybe they made a 3d map of some footage of a persons face and defragmented it on 3ds because it was an idea they had!
