Boss Mick McCarthy made 10 changes to the side that beat Tottenham 3-0 as he rested key players ahead of the game against Burnley, which Wolves won 2-0.
McCarthy, whose side are 16th, recalled nine players to face the Clarets.
He accepted the verdict but said he aimed "only to pick a team that was in the best position to get a result".

i believe there is some naff rule written nto the PL that forbids fielding weakened teams, though quit ehow they define it i dont know

I find the entire rule shambolic, who decides what is and isn't best for any given club? 
If it comes down to the last game of the season and 1 team needs another to do them a favour then fields a weakened team then that is their perogative, the team needing the favour should have done better during there tens of other games and they wouldn't be relying on others.

Who decides what is a weakened team and what isn't? He could say it was tactical and that team was better suited for that particular game. They cant argue with that

Also should be noted that we beat a full strentgh WEolves side by a bigger margin at their gaff so you could argue it wasnt a weaker team!

The more I think about this the more disgusting it gets.
He knew he could win the games he has to win, I think it's a sign of being tactically astute by resting the players he knows will win his big games.

Agree with everything people have said.
At the end of the day, they were unlikely to beat utd, so he rested his stronger players, and he was right to do so, as they won the next game, with the full strength team.

we would of fun with a full strength squad anyway  to be fair we did beat them last time we were in the prem.
But mehh it was a good decision in the end as we beat Burnley the following saturday plus the side he put out werent exactly that bad - internationals and all but one had premiership experience this season prior to that game

It is a suspended fine so my understanding of this was that if they commit the offence again then they will be fined the 25k.

End of the day, if they weren't good enough they wouldn'tbe playing in the Premier League. Wolves aren't at top side 4 side, but they are amongst the top 20 clubs in the country currently.
common sense should be used, its quite clear why Wolves fielded the team they did against United. They need their first 11 to takeon the mid table and relegation strugglers.
