Did you see a while ago, a local council used anti-terror laws to perform surveillance on a mother in order to make sure she hadn't lied about her child being in the catchment area of a certain school?
In fact, here it is. Used it on fishermen too

If you are thinking of signing for giganews, give me a shout I can refer you.
As the servers are state side and use SSL, be hard to track down.
I was downloading a torrent and spotted an ip range of my local uni, told a mate that works there.
Student got busted for p2p on the uni network.
Torrents you never know who is looking, try peer guardian, this block access to sites that are corps.

I guess you could use VPN !?
Control panel > Network connections > set up a new connection and choose the VPN.
You have to pay for it and it will slow down your connection a bit, but it means it will be alot more secure.

I use easynews which has a great search engine and http interface too (although limited via http) does Astraweb have any of these facilities or is it just straight news groups so a newreader / nzbs to make things easier

Straight up provider - sabnzbd along with http://nzbs.org/index.php and http://www.merlins-portal.net/Vbulletin/nzblist.php =
Astraweb is just as good as Giganews yet cheaper. I can't see why anyone would use Giganews unless they don't care about throwing cash away. I can max out a 100mbit line with Astraweb.

Forgot to quote that.
Yeah that's a shit thing to do - especially when you're doing the same as the student. He was making the most out of the connection - surely you would do the same in that situation?

Part of the JAnet agreement means that traffic must be used for acadmic research,
Couldnt coment on the possible download speeds of newsgroups via JAnet connections.
But im guessing it would be in the area of 5000kps or 12 mins for a DVD.

That's a bit of a shit reason, it's more illegal to download films than it is to use p2p on the uni network.

If your ISP is based abroad then would they still have to follow the uk laws?

Yeah I'm quite aware what janet is used for, but still, you can download stuff but you feel the need to report others?
