If you have rear seats they need seat belts!
If you have a spare wheel it needs to have a good condition tyre!
If you have no rear seats, then you have no rear seats, you can't take the seat belts out with the seats still there.
You don't need a spare tyre for the MOT, so if your spare is fucked, just take it out.

thankyou very much, ive been told so much crap by people like you need it if a car is standard with it etc..... does my head in. and dont have time to put the interior in for 1 day just to restrip it

Correct, not needed, my old corsa passed MOT with just 2 front bucket seats, and harnesses bolted into rear seat belt mounts, and no spare.

a lot of new cars don't even come with spare wheels from the factory as it's not a legal requirement.
my focus didn't have one, just had some tyre weld stuff from continental in the boot.

This inspection applies to
Tyres fitted to the road wheels only. The vehicle presenter should be informed when it is noticed that there is a defective tyre on a spare wheel.
