Last year is was to earn £15,200 for the year but ended up earning £9,000 (due to losing job/lower paid job)
So according to that:
£15,200 tax is £1,745.00
£9,000 tax is £505.00
so i am due back £1240 for the year????

You can't know what rebate you are due until you know how much tax you paid last financial year. Do you have your p60 yet?
You should have paid £505 tax in 09/10 as you say.
Your P60 will say how much you ACTUALLY paid. It will also show exactly how much you earnt if £900 is an estimate
If you paid more, the difference is the rebate you're due.

It should do, did you get a P45 from your last place, and give it to your new employer?
If you still have the P45, that will have an "earnings this financial year" on that.
If you signed a P46, the idea is that HMRC advise your new employer how much you had earned up to that point. Which it seems they hadn't.
Can't help you. You need to get on the blower to HMRC.

i sent my p60 with a short letter to the tax office that deals with my agency..
hopefully gonna get my money soon!
Like you i wasn't working whole year and being owed about 350 pounds
