If all teams in a group scored zero goals, so all had the same points from drawing with each other, and no goals to compare goal difference

Its drawn like they draw the groups. Basically from a hat. It goes on goal difference, then goals scored, then the results between the tied teams, then goal difference on that, then the goals scored in the tied games, then it gets drawn from a hat.

There's a 60 page regulatory document for the World Cup and this isn't mentioned. They would either drag up an old fashioned law or just introduce an emergency one.

I'm sure a commentator mentioned something about how quick the goal was scored, was in relation to England scoring quick and if the other teams drew etc and the group was tied?
