Jnust washed my car and its drying in patches and stays like light and darker in places why is this? if i sand my whole car down with 5000Grit will this be ok and get rid of the blemish?

im not great with paint but i think ul need t machine polish it after to get it shine back best thing to do is go to a body shop and ask them but i dont think its as easy as sanding it down
