http://members.optusnet.com.au/eviltim/scart.htm is a good site if you're interested in building a RGB VGA to Scart cable. Although some ATI cards (old 9000 series etc) can be set to output a RGB signal.
But as John has said, the easiest and cheapest method is to just get a S-Video cable and a S-Video/Phono to Scart adaptor - you can pick the whole lot up from ebay for a couple of quid.

I ordered the bits on Saturday from eBuyer on standard super saver delivery.
They were despatched from 2 different warehouses. The scart adapter arrived today  how quick was that.

It should be as good as any SD material - make sure it's set to 720x576 and you might need to play around with the interlace options in your media player.

The ATI control panel will only allow it to output in 1024x768. My monitor is set to 1152x864.
With regard to the interlace options - I'll only really use it for internet based vids and films i.e. BBC iPlayer.

I know you've already got a working solution, but,
I dunno if a VGA to SCART would work with an old 14" CRT, as its unlikely to accept an RGB signal over the SCART. Most likely only composite.

have a look for Rage3d Tweak and try and force the output to 720x768. Although that's a weird arse resolution for a 17" monitor, might be worth if that's the standard resolution (unless it's widescreen it'll usually be 1024x768 or 1280x1024). You'll probably have to play around with the refresh rates, ie: set the standard res for the monitor and up the refresh rate to 75/80/85Hz which will likely force the tv-out to a lower resolution. I had to do something like this when i was using tv-outs years ago.

I use 1152x864 because it makes things that little bit smaller but not too small. I just set it to 1280x1024 and it was too small. Just set to 1024x768 and I can see the full screen on the TV now, so all I need to do is sort the picture quality.

Picture quality will never be close to the same as a monitor.
Don't worry about what a normal desktop and text look like on it, it'll be shit no matter what you do, stick a film on and it'll look fine (as fine as it can on a 15" crt tv)
