If you can see someone's public profile but there's no 'add friend' button on there, does that mean they have deleted their account or something?

I think it's friend of a friend or they have to add you.

Try copying the link location from someone elses "add friend" button, then change their ID to the persons that you're trying to add. Might work, worth a try

Are you sure you don't already have them added as a friend but they've got you set to Limited profile?

As someone mentioned earlier, you have to be a friend of a friend. It's to stop random people trying to add you as a friend.

It's because you can turn off friend requests.

Message them and then they have to add you, happened loads recently with people I've added from Holiday and obviously had no friends in common

It means they have set it so no one can add them.
