Who do you reckon would be in charge of these? Highways agency? Local council?

Mirror would be for a communal car park/access leading onto a narrow 1 lane side road.

owner of the road joining the main highway. if the road joinging the main highway is a public road thry highway agency,if its a private road you dont stand a chance

Red dot shows location of where a mirror used to be located. Its since disappeared.
