atm my ecotec adapter pipe doesnt sit flush on the throttle body so can i cut into the bulk head to make it fit ?

you can trim it back to make it fit although normally dont have to with an ecotec pipe just wiggle it about to make it fit.

i bent mines back enough to clear the ecotec pipe in away that the scuttle cover and rubber trim could still mount on

As said, just push it back a litte. It's really thin so can easily be done.
Failing that, you could chop the whole thing away but would be pretty pointless just for that.

bend it back, be better going for a powercap if you want to start chopping the bulkhead panel up

If you can, you should weld a 90degree elbow onto it and get some hosing to fit.
