It says (some russian letters thta CS doesn't understand) on few peoples coats... Stands for ROAD PATROL SERVICE, which is police, but look after roads..

The bloke was obviously being a complete arsehole, and he got a kicking. Wasnt a bad one, was no knives, guns, baseball bats involved
